Actually: sounds like the PSU is having problems with irregularities in the current it gets from the wall. If you have one, try to put a UPS in between, or a device that will level the current in a similar manner.

Usually, it is best to replace the PSU altogether, since a newer or better PSU should deal with the irregularities all by itself. Given the cheap rates at which PSUs are sold these days, it is worth the few bucks to buy a new one and see if that helps.

(If it doesn't help, it might be time to replace the mobo. I'm willing to bet good money it is the PSU though)
