Having correct information is more valuable than having false information for any individual or group decision. Deception is only of value to 1 party. Encouraging a system that enforces truthfulness means more correct information to work with.

There are risks to being discovered in a deception. Falling prey to a deception can cost the victim as so retaliation is common.

There are many examples of deception in nature. Maybe looking at other organisms will give some insight to human motives.
