I agree with you that lack of information doesn't make a decision unethical - ethics is about intention. (The only exception might be where you deliberately decided not to think about possible consequences.)

The ethic of "First, do no harm" is reasonably consistent (though as you point out it does require some thought about "harm") and also pretty widespread.
