I don't see how a lack of information, in itself, could make a decision unethical. I would evaluate potential future harm as best as I can. Values change, I don't think you can nail much down via logic alone. Assume we knew that DDT would cause great collateral damage to nontarget organisms and ecosystems. What mechanism would we use to measure the future value placed on these nontargets? Value is often related to rarity but it's also often not that easy in many cases. Cute and furry play a role (are we back to aesthetics?). It can be tough. I'd rather spend my energy on reducing unethical actions where the values are clearer. How about all the people that only consider harm as it related directly to themselves? Is empathy universal? Does it have to be taught?
