I don't have any technical philosophy education so I may be using a common definition for ethical. I use "harm" as my measure. If lying causes less harm, it should be the ethical path. I'll admit the measuring harm is often very difficult and predictions will have to be made with available information. Harm is also subjective in many cases, an added complication. Who's POV gets the greater weight?
