Going with the definition of a lie as by Peace_man 2008-08-26 08:45:03
'a statement uttered with the intent to deceive', a work of fiction is not a lie - it is fiction.

Maybe the point of fiction or lie can best be illustrated by the book "A Million Little Pieces" by James Frey. This book was published as a true story. Only later, after it had become famous, was it shown that David couldn't possibly have experienced what he described in the book.

I think the reaction to this book before and after clearly describes why it was unethical for the author to publish it.
