1) If a story has names changed, it's not correct in every point - does that make it fiction, or not? 2) If the names were deliberately changed by the author, and the fact of the name change was not revealed, that's a deception (since the author noted that the story was true, not mentioning that the names were not accurate), and it certainly seems to be deliberate.
