A true crime" story with "names changed to protect the innocent"
is still a true story, but with different names. This is thus not a (complete) fiction.
The fact the author wouldn't mention that the names are changed is... Sensitive, but still it's not a complete work of fiction.

The definition of a lie according to your dictionary sounds reasonable, but your example doesn't cover it. Not entirely anywayz. This because one might say that it was not the 'deliberate intent to deceive.'
