And DO NOT give them ftp access...
I've seen a site: HTML with tables and spacer.gif, spiced up with SSI and PHP. Then people started editing that with frontpage. It was a horrible, horrible mess.

That said, I guess there are WYSIWYG editors which do things right, I've heard a lot of people use Dreamweaver.
