Actually, there is a type of file for Flash Video. In other words, there IS an actual way for video to be embedded into a flash file, where no codec is required. This is what Youtube does. You don't need a codec to watch youtube videos, only Flash player and your graphics card driver.

That said, maybe its your graphics card that's not handling flash.
