Like half a mm from a small antenna, or a few mm from one that will cook you like a microwave oven. If you are far enough out to ignore the width of the antenna you get a line, and then the inverse square law works.

Though this is probably irrelevant to the TLP, since they are not using radiation. I was only explaining why you don't get infinite intensity in a case where inverse square is relevant.
