Question one: Do AV and patches cause more problems (incompatibilities) or cost (testing every week or two isn't cheap) more then they are worth?
Question two: Does it matter if the system is infected?

If you can answer Yes and No those questions common sense dictates that you don't bother. Even if there are files that may need to be moved by sneaker net if you're worried about cross infection then your network managed AV is misconfigured or it's a day zero critter.

Government is reaching the point were they want AV on teletype emulators that don't even have a NIC. That makes no sense whatsoever.
The problem is that the people running the IA programs are either network types or inexperienced mangers. When they run into systems from the COMMs or control world they default to network practices that don't make any sense for the systems.
