What was done in Europe was basically shifting the tax burden so that people who chose to drive would support additional public transportation. Not penny for penny, but I think you can see where the money for public transportation wouldn't have to be from additional taxes.

Possibly, this needs to be done in the US as well. It will have to be done slowly - we have already seen how sudden jumps in costs will get people upset. But I think it is something that will have to be done as a matter of policy, by local governments, if not Federally. Or it will cost them in the end, when traffic tie-ups make cities unlivable.
