From an IA management point of view all computers need AV. Government IA managers are especially bad. They were most likely required to install an AV by their customers rules and regulations.

I have been involved in way too many fights between the systems and IA folks over lack of AV and patches on isolated control systems. Most IA types default to "if it's windows it needs AV and patch management". Their fall back augments tend to be "sneaker net" and "well someone could plug it into a network".
