At least not easily.
The software on them has to be the audited and tested like crazy version that was certified for the election.
That is not a process that you should be doing very often or take lightly.

In that situation having to physically break a seal, open the box and change a part to update the software seems perfectly reasonable to me.

Sure stick a USB port on there but all it does is write the results onto a thumb drive, if should never read anything from the port.
