1) someone has created a fake restaurant with google listings, web sites, fake customer comments etc...
or 2) this place in Italy is real but are useless at answering the phone.

Which is most likely?

Secondly what is the harm in giving an award to somewhere that doesn't exist? People will go there and complain about the wine not being very good?

In order to show that these awards are completely pointless you would need to submit a fake, far superior, wine list for an existing restaurant and so gain an award that is better than the place deserves.
