It was cheaper (more affordable) ten years ago. It was not cheaper (less affordable) 40-50 years ago. It's really not that hard a concept.

Oil is now around $119/bbl. That is both more affordable than the past (when it was recently around $125/bbl), and less affordable than the past (when it was recently around $115/bbl).

And the study is talking about 'average families', not specific instances or subsets. Yes, many people were struggling during the .com boom too. But on average, the entire economy and most people were doing very well. Combined with a very low price, that time period made for extremely affordable gasoline.
