Fuel efficiency is higher on peoples priority list when picking a car.
But then things like convenience also play into car fuel efficiency, e.g. european roads tend to be narrower, the larger US cars would be impractical in many areas simply due to their size.

Where someone lives and whether they take public transport to work may be partly due to fuel prices but I think culture, geography, population density and a few other things have more direct effects on that than the fuel price.
