Your first statement is correct, the tax does mean that the percentage increase has been less.

The affordability index they use may also make it look like europe has has a smaller increase than the US, within a given EU country the ratio may not have changed as dramatically as it has in the US since 98.

However if you measure the affordability of fuel as the number of gallons the average disposable income could purchase (that seems like a reasonable measure to me) you would find that it is still significantly more affordable in the US than in europe.

Of course europeans tend to drive less distance and have more efficient cars so the proportion of income spent on fuel is probably getting closer to equal.
