In Europe, the taxes are so high on gas that I think a 2x increase in raw oil costs doesn't translate directly into a 2x increase in gasoline prices. So while the prices in the US have gone up 2x-3x, the price increase in Europe has been less.

Translating that into the kind of 'affordability index' they mention in the article, it's quite likely that gasoline is even more affordable in Europe than it is in the US.
