Nah... he's off in another dimension... 1001 things could have happened... if they want Rose to make an appearance at Torchwood, an explanation will be created for why. As for the lesbian thing... it's Torchwood... 80% chance of enthusiastic kissing (and more implied) of someone or something, and 55% chance that the encounter will be with a member of the same gender (or their species' equivalent, eg. Mary/Philoctetes presents as female). I just made those numbers up, but they seem about right...
