It seems to me that their asocial behaviour has been enabled by poor parenting. And I don't think you can blame them as much as their parents. Good, well socialized behaviour is not something we are born knowing. It is something we learn. Where does this knowledge come from? In the case of these girls, it appears nowhere. But why blame them? How are they supposed to know better?
