some other top secret topic would you want it know who you were talking to and why? There is transparancy and then there is "transparancy" I think things should be "more transpareant" but not enough to endanger top secret dealings. Earmarks are supposed to be used to assist people in the area to make life better BUT they have turned into basically a kickback. Riders are a bit different. Fixing one would not fix the other. IMO Riders are a worse thing than earmarks in that they will make people vote against an otherwise good bill just because of the rider.
