A lot of it WILL be illegal though, per force. Sony, for example, has no reason to license any of its media sources for HD (which is a BIG chunk of the overall pie). China certainly could rip the BluRay discs and burn as HD, but there would be little to no demand outside of China, if only because getting hold of HD players will become increasingly difficult.
