The two girls in question very likely won't have to pay a penny; their parents will be held liable, instead.
Now, it seems apparent that the parents in question are culpable for having failed to instill any sort of respectable values in the teens, but requiring the parents to pay isn't likely to result in anything to remedy this situation nor prevent its recurrance.
I'd love to see community service assigned to the two girls directly. Unfortunately, unless the girls are assessed a fine that the court mandates must be paid by them, directly, making community service stick will be problematic. And, as the girls are both minors, assessing them fines directly is also going to be very problematic. |
