In which way can transparency be bad? Also, about earmarks: They seem to be a lot like riders. They are tacked on to other, unrelated bills so that what would otherwise never pass gets passed. And I can see how that can be both good and bad. But would the problem of earmarks not get fixed by disallowing riders? Or would that not be desirable?
