12 years total service in congress would go a great deal towards gettign rid of the personal Feifdoms that some people have set up in congress.

I don't think that earmarks or somethign similar will not need to be in use BUT it should be reformed to where it has to be used for a specific purpose that will serve the greater good in that area. As it is right now, I think the earmarks system is too open. The problem with more transparency is that it is a two edged sword. It can be good, and it can also be bad.
