Would these changes really provide a cure for the current problems? Do they address them? The assumption seems to be that the main problem is an incumbent's need for election funds - will this change force honesty and good government?

Or is it true that the current system simply makes corruption necessary, and any change will not remove the corruption; simply the necessity for it? That an informed electorate is still essential to get a good government?
