to a mobile phone? Or you send an SMS that gets delivered to an email address?

The former won't be free, and the most likely people to supply it will be your network. Also, SMS aggregators will be able to do the job very cheap if you have a large amount of traffic to be sent - Clickatell will do it for 3p-7p per message if up to 10K messages per month, or 2p-5p per message if over 250K messages per month, and they used to have a free trial you could use for something like 15 messages. They are UK only however - you would want one that is in the territory you are interested in really. You could also possibly rig up something with a GSM terminal and a sim card with a number of free SMS messages on contract, and go that way, though GSM terminals are very unreliable...

The later will be very tricky as how would you say who the SMS is to be sent to? If it could be done it would likely be much cheaper, or even free, however.
