...I'd require that any material which mentions ANY performance measurement of an audio amplifier MUST ALSO mention the results of certain standard tests performed on that device.

For example, audio power amplifiers would first have to list their intended operating frequency range and rated load. Then they would have to list their smallest continuous output power into that load for a constant-amplitude swept-frequency sine wave covering all frequencies in the listed operating range. The frequency would be swept at a rate not to exceed one third octave per minute. The amplitude would be set such that the total distortion does not exceed 1% for any frequency in the listed operating range. Then the test would be repeated with an amplitude allowing no more than 0.1% total distortion, and then 0.01% total distortion. If the device can not achieve the distortion level specified in the test, the power level for that test is to be reported as zero. Peak power would be measured similarly, except with the input applied in bursts of 0.2 second duration every 5 seconds.
