Reminds me of my first visit to New Orleans. I met a girl with a pet rat, for whom she had fashioned an impromptu leash and collar out of a mardi gras bead string. She said that they had very strict leash laws, and any pet out of doors was required to be on a leash and collar. Even though the beads wouldn't actually restrain the rat if it made half an effort to get loose, it met the letter of the law!
