I think I have an idea of what you mean.

I just don't see any reason for your assumption that he is automatically corrupt because Chicago politics is mired in corruption.

Any reason to think that he is not reacting to the corrupt political scene, and wants to be in a position to do something about it? From what I have seen quoted he is a firm believer in principles. And the need for change.
