Alternating current systems (AC) have non-zero power consumption. During each phase, there is current flowing (in one direction or the other) through a resistive load. That results in power dissipation. The resistor doesn't care which direction the current flows.

RMS is one way of describing the dynamic AC power dissipation into an equivalent DC situation. It's the "square-Root of the Mean of the Square" of the signal.
