Just allow them to do it anyway.
Never allow them to do it.
Give them a dedicated subnet then let them do it. (secure... but lots of setup time, will be tricky as we don't own/manage our WAN routers...)
Don't allow them but lend them a data card. (I like this one, positive but we (IT) have little/no involvement.) Just put a 3G pcmcia card and a cd with any relevant software on each of our sites... like it a lot.
