in my experience. The actual term I learned was "If the barn needs painted, paint it!" If you feel you need makeup - by all means put makeup on. Just don't overdo it. IMNSHO, makeup should enhance without being noticable. If one feels the need to pull out their trusty spatula to scrape the makeup off, then you might have too much on.
