The barrel is longer then it looks because the action is behind the trigger group. The civilian version of FN2000 has a 16" barrel.

Too answer your second question, with the strong focus on MOUT (Military Operations in Urban Terrain) and CQB (Close Quarters Battle), military forces are adopting carbines for their primary issue rifles.

For the US the rifle of choice is the M4 Carbine with a 14.5" barrel. The 20" M16A4 rifle still has its place in the designated marksman role alongside the M14.
