I want a virtual PC. by Skelwar2008-06-08 08:24:44
  Download VirtualBox. by the_diggity 2008-06-08 08:43:47
Install it, then create a new virtual machine (it walks you through it.) Once you've set up the VM (allocated memory, created a virtual drive, etc,) pop in your Win98 CD and boot up the VM. Then hit Devices and capture the CD-ROM drive. You should be good to go.

However, I'm pretty sure that Windows 98 CD's aren't bootable, so you may have to have a bootable floppy handy to mount (or at least the files from one in a mountable place) in order to be able to boot to Windows 98 setup.
