stopping 99% of unwanted babies. That's not a bad start.
... of course there are other options, but anyone who is so callous as to throw a baby away like trash is obviously not going to avail herself of these options so the point is irrelevant.

Think about it. She could have left it inside the doorstep of a church or emergency receiving. She could have left it on the hood of a police car. She could have handed it to a complete stranger on the sidewalk for God's sake. Anyone who would dispose of a newborn like trash isn't going to be thinking about "options".
