... but in practice are seen a problematic, encouraging awkward questions and questioning of authority -- much more trouble to established ways than it's worth.

Every program that I've ever seen or heard of in public schools, that actually and effectively inculcates critical thinking skills has been axed one way or another. Or at least (in the one case where complete elimination was blocked) restricted to "better" schools where parents have the savvy and the political clout to ensure that at least their kids have access to such a program.

(It should go without saying that "critical thinking" is the one skill (and habit) that is actually essential in a democratic society's education system).
