It may (or may not) improve the situation over-all. I notice that this is enacted by the current Conservative government, which may say this isn't about legislating morals (but doesn't really mean it), and pushed for by an activist mother, who lost her 14-year-old daughter to a 27-year-old drug-pusher/pimp (something tells me that this girl was having problems regardless of her choice of boyfriend). Notably absent from this article is any discussion of the issues of teenage sexuality and related social-service issues by people who actually study these things. I'm reminded of the saying that for every problem there exists a solution that is relatively simple, easy to comprehend, and wrong.
