Don't think I said anywhere that underage is just OK. Of course there's a difference between 11/16 and 15/20, just to pick examples. But actually you're making a good argument that they should have just kept the age at 14 instead of this whole 16 with 5 years exception funny business. To me that would be preferable too.

Here 15 is the age of consent but lowering it or giving prosecution some discretionary leeway has been debated due to several unfortunate cases. We've actually got a rather extreme case at the moment right here in my city, which will be interesting to follow.
