"The Tackling Violent Crime Act makes it illegal for adults to have sex with children under the age of 16. The legislation contains a "close-in-age" provision so that sexually active teens within less than five years of each other can have sex without breaking the law, as long as the older person is not in a position of authority." 13 and 17 are within that loophole- but any parent worth their salt is going to wonder what the intentions are of a 17 year old hanging around with a 13 year old.
