LCD technology has lots of variations, IPS is one of them. The other two common ones are TN and PVA/MVA. The latter is used on the high-end monitors (generally £300-400+ depending on size) that aren't IPS and TN is used on everything else. They each have their strengths and weaknesses, IPS is generally the best all-rounder but PVA/MVA is sometimes prefered for multimedia (and TNs are cheap).

The Anandtech link looks to be US so it's probably missing the European manufacturers like iiyama and hazro.
