None of the two choices seem more ethical to me: when one applies simple statistics, you'll save one baby on average regardless of the method applied. It is up to the parents to decide which scenario is less painful to them: 50% chance to loose two children or 100% chance to lose one.

Really, on ethical issues like this, my mind shuts of feeling and invokes rationale.
