The merits of that being a different debate entirely.
If you're 18 and weaving down the street drunk, you're going to be charged with Drunk and Disorderly, AND Minor in Possession.
Also, since this is a car culture, you won't find many people WALKING home from the bar; there is (hopefully) a designated driver or cab service.
So if you are under 18, you are drinking at somebody's home, and staying the night usually. If you are 18-20, it is in the dorm or a bar close to campus with fake IDs. If you are 21, suddenly it's lost a lot of its appeal. :P
The romanticised image of a few young'uns weaving down the High Street singing? Nope, not really. But that doesn't mean our young 'uns don't blow off steam.
