Back during the 2000 Census, the machines in all of the Local Census Offices (and, if I was informed correctly, the ones in the Bureau offices in Washington) were running 95 because that was the way the setups had been tested and certified during the preparation process...which took place before 98 was released. The contractor that provided the systems had reportedly purchased the licenses when the contract was awarded just so that later changes of plans by M$ wouldn't put them in the position of being required to ship pirate systems. To have upgraded to 98 or 2000 would have required testing and recertifying the whole setup all over again, and Census just wasn't going to do that. Of course, one of the key software bits for the task wasn't even completely out of beta when the count began; the code for the PeopleSoft-based employee hiring and tracking application was still being revised on a daily basis even after the count was underway, and things were a bit tense at times when deadlines loomed and the whole mess was running a bit slow.

That the DoD is still underwhelmed by Vista may have as much to do with budgetary concerns over the cost of retraining way too many people for an OS whose interface is entirely too f6 up as it does with the known flaws; it's not like XP is considered "secure", after all. It's more that XP is both "the devil we know" and "the devil we know how to use"...and under the circumstances, swapping to a different OS with no proven actual advantages just isn't going to make it past the process.

The same appears to be true for some major corporate farms as well. I wonder how many spare seats' worth of XP license certain companies bought recently just so that they could be sure of not having to buy any unwanted Vista licenses down the road.
