I'm not sure where to begin. Well, I could begin by addressing the photo - I'm certain that guy would not be considered fit for duty by any police force around here.

As for 'instilling fear' - if that is what they believe will curb crime, then I'm afraid I know where the problem of too much crime really lies. With those in City Hall. Not to mention that if causing fear is what beat cops get rewarded for, the words 'police brutality' and 'police state' suddenly start looming ominously.

Maybe the crime problem in the US is caused by a complete lack of understanding?
