what makes triage so difficult... you must decide who has a chance to live... and who doesn't.

Which is why (to me) choice 2 is the only viable one... You WILL save one child. If you go with the first option you risk loosing both.
The point of triage is maximize your "save" rate. A willingness to risk a life to save one is not part of the practical decision.

Oh, it's about the ethics of such a decision... in which case, I think you are ethically bound to do what is most practical in terms of the certainty of the "save"
