What is your level of experience? And at what level are they teaching. If it is an introductory course (`This is how you spell SLR') then I'd say it is over priced. How many hours is a 3 credit course and how much is lab/field work vs lecture time? Do they include dark room supplies such as developer or is is strictly digital?

If you are looking for introductory level courses you can self teach from the many photography web sites which have Tutorials. Some photo-magazines such as Practical Photography, have forums where you can post pictures and have other photographers critique them (you need a thick skin for that as some people have less tact than intelligence).

Look into community college evening classes any you may find something less expensive.
