Sometimes it's not worth fixing broken stuff.

A 19" monitor is about $50-$75 dollars in a used PC store. The tube alone will cost you more than that.

You could try running a seperate wire to the blue cathode, but that will on;y work if you get the right spot. It's probably not even a short, it sounds like a crack on the PCB. Replacing that is also going to cost as much as a new monitor.
